Council Vision, Goals, and Strategies

In 2020, the City Council established a vision for what they would like Taylor to look like, set goals to achieve that vision, and outlined strategies to fit those goals. Read the Council's vision, goals, and strategies here.

Comprehensive Plan

The City of Taylor adopted the Envision Taylor Comprehensive Plan on November 18, 2021, and amended it on May 12, 2022 and on March 9, 2023. The plan provides the vision, goals, objectives and actions necessary to direct the City’s long range growth and development. It is an official policy document that serves as the guide for policy decisions relating to the physical, social, and economic growth of the community.

Facilities Master Plan

The Facilities Master Plan was developed in 2017 and provided an assessment of all city facilities and provided a 5-year and a 20-year plan for facility improvements. You can view the Facilities Master Plan by clicking here.

Drainage Master Plan

The Drainage Master Plan was completed in 2022. The plan sought to address flooding concerns experienced across the city. The projects listed are in development for implementation utilizing a mix of grants and local funding. You can view the Drainage Master Plan by clicking here.

Water and Wastewater Master Plan

The Water and Wastewater Master Plan was completed in 2023. The plan sought to identify needed improvements to end-of-life infrastructure within the existing core of of the city as well as new infrastructure on the outskirts of the city to promote growth. Parks Master Plan

The Parks Master Plan was originally developed in 2016 and was updated in 2020. It sought to identify improvements needed across the existing park system. You can view the 2016 Master Plan by clicking here and view the 2020 addition by clicking here.

Taylor Fire Services Master Plan

The Taylor Fire Services Master Plan was completed in 2022 following the arrival of Samsung Semiconductor as the City began preparing for the expected growth to come from it. The plan sought to identify the desired level of service across the city as well as needed facilities, equipment, and staffing to achieve that level of service. Downtown Master Plan

The Downtown Master Plan was completed in 2025 to identify community priorities and needs for the development and growth of the downtown district. Click here to view the 2025 Downtown Master Plan.

Drought Contingency Plan

The Drought Contingency Plan was implemented in 2014 to regulate water use in the event of a drought. The plan outlines the stages of drought and the restrictions that are implemented and enforced in response. You can view the Drought Contingency Plan by clicking here.

Water Conservation Plan

The Water Conservation Plan was adopted in 2009 to encourage water conservation in Taylor, reduce unaccounted for water use or loss, expand the use of automatic meter reading, and establish water rates that encourage water conservation. You can view the Water Conservation Plan by clicking here.
